Foreign Terrorist Fighters: Trends, Dynamics and Policy Responses

This paper by the International Center on Counterterrorism takes stock of the current trends and dynamics related to FTFs, including when it comes to the role of women in terrorism-related activities. 

In sum, it highlights that the role of women and children in terrorist-related activities is becoming more prominent. In order to prevent the radicalization of women and children, states need to invest in getting a better understanding of the pull- and push factors that draw women and children to violence and develop targeted interventions.

KEY RECOMMENDATION:

States should develop tailor-made interventions. To address concerns of specific categories of FTFs – such as women, children, criminals or those suffering from mental health problems – states should adopt a flexible and tailor-made approach. To assist in designing such interventions, the use of individual risk assessment tools could be useful.
